You should have received a registration card from your Pack.  The BSA registration number can be found on this card.

If you have lost your card or never received one, you can get your registration number off of the Boys Life address label

If you do not receive Boys Life, you will need to contact your Pack's Committee Chair.  They can get it from the Council office for you.
